Make install problem

Hi

Despite using the --with-tcl-config and --with-tk-config options, I still had
to edit the Makefile to modify TCL_INCLUDE and TK_INCLUDE.

Anyway I now have another problem that has been reported before, but I am
still unable to get it to work, even after reading the solutions.
This problem occurs when doing a "make install". The file init.tcl cannot
be found. The reported solution is that the TCLLIBPATH environment variable
must be set. The problem is that directories searched seems to be independent
of TCLLIBPATH.
