I downloaded the following
scotty-2.1.0 (with tkined1.4.0)
Tcl7.5b3
Tk4.1b3
and compiled (see later) them on
Linux 2.0.10beta / i586 / gcc 2.7.0
Solaris 2.5 / Ultra Sparc / 2.5.6
with the same erronous result:

The README file for scotty-2.1.0 says it needs Tcl7.5 and Tk4.1
It seems Tcl7.5 don't have the "file join .... ...." any more. The man
page for the command file (in the n section) doesn't mention join any
more. It was described though in the man pages for Tcl7.4/Tk4.0. Its
also left out in the Brent Welch book on Tcl/Tk.
To compile it, I had to comment out the last 3 lines in the file
scotty-2.1.0/tnm/library/init.tcl saying :

if [file exists [file join $tnm(library) site init.tcl]] {
source [file join $tnm(library) site init.tcl]
}
------------- End Included Message -------------
Should I try to reinstall Tcl7.4/Tk4.0 ? (The README file says it only works
with 7.5/4.1) ?
Does there exist patch I don't know about yet ?
Where did you get your Tcl7.5/Tk4.1 from ? Maybe I still can get it there too.
Any answers to these questions would be appreciated.
