Scotty 2.1.0 configure options

I've compiled tcl7.5/tk4.1, but I don't want to install them into
/usr/local/ at this time. I've been trying to compile scotty 2.1.0
with tcl7.5/tk4.1, but scotty seems to be having trouble finding my
tcl7.5/tk4.1 sources.

What options do I need to use with configure to let scotty know the
path to these? I've tried using all of the following options but
configure still generates a makefile which cannot find my tcl/tk
distributions:
--with-tcl-config
--with-tk-config
--with-tcl-include
--with-tk-include
--with-tcl-library
--with-tk-library

Any help would be appreciated.
