cannot compile scotty with --with-stcl

I am trying to setup the scotty agents, but I am not able to use STCL (I run configure with the --with-stcl option but it does not seem to do anything when I compile scotty : the interp command is not available).
Could anyone tell me what to do:
- Do I have to retrieve and compile something else ?
- Is there something else to configure by hand?
