If you have a new MIB file you want to add, copy it to your installed
$scotty_lib/mibs directory, then launch scotty. Now run mib load on
the mib file to create an .idx file.
If you want it to be loaded on startup edit $scotty_lib/init.tcl and
add it in with the rest of the mibs. Somewhere near the end is probably
a better place to put it.

Haven't used mibtree, don't know answer to 2: currently
