I don't know of such a package. I tried to compile scotty on MS
Windows about 4 month ago but there were some serious limitations in
the Tcl/Tk port that I used that time. I am waiting for the Tcl/Tk
version by the Sun people that will run on MS Windows - I will at
least give it a try. The scotty SNMP stack should be easy to port. I
expect more problems with all the other stuff (e.g. ICMP, DNS, NTP).

Note, I will spend exactly one day for this and if it does not start
to run before mid-night, I will say some rude words about MS Windows
and wait a few more month. So don't expect too much,
