Please understand that I can't help you to fix your Tk/Tcl installation.
The error message above is very likely a result of incompatible Tcl/Tk
versions on your system.
And here once again versions information (this is really the most
frequently ask question about tkined and scotty - perhaps I should
start using a signature which contains this information ;-):
