Hmmm. The tcpdump program on a Sun (normally using the nit-device)
does not see the packets sent by the host itself. If tcpdump and
scotty is run on the same host, this would explain the missing packets
sent.
The missing answer is then a diffrent problem.

You may try to connect to an snmp host known to answer snmp-requests.

Or if our cisco-router ``ciscobs.rz.tu-bs.de'' (134.169.246.1) is
more-or-less good reachable by your site (our connection outside
germany is often very bad) you may try this one to check the
snmp-trouble functionality.

NB: It may sound silly, but you need scotty to be configured with the
--with-snmp option.
